<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />May 1, 1950 <br /> <br />A regular meeting was held at the Municipal Building on May 1, 1950. <br /> <br />Members present: <br /> R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs <br /> <br />A petition was presented signed by numerous citizens in the vicinity of Oliver Micheau requesting a <br />lot belonging to Sherburne County be cleaned up. The council requested clerk to turn petition over <br />to the County Commissioner. <br /> <br />Cleeland Meyers was present and asked about his lot previously owned by the village and recently <br />sold to Morris Wilson. It was his understanding that the adjacent lots to his were to be built on. The <br />council agreed to look up the matter with Register of Deeds. <br /> <br />Gust Johnson asked for appropriation for expense of Fire Department delegates to their annual <br />convention. A motion was made by Parent and seconded by Briggs to allow $200.00 for this <br />purpose. Carried. <br /> <br />A committee composed of E.L. Shadick, Frank Nickerson and R.W. Handke appeared regarding <br />sewer assessment on a lot belonging to the Union Church. Sewer assessments on church property <br />were forgiven sometime ago. A motion was made by Bailey and seconded by Ryding that sewer <br />assessments that have been concealed on public property will not be reinstated in case of sale of the <br />property. Carried. <br /> <br />R.W. Handke appeared in regard to the summer recreational program in connection with the school. <br />A motion was made by Bailey and seconded by Briggs to appropriate $400.00 for this program. <br />Carried. <br /> <br />Following building permits were approved: <br />S.R. Houlton, John Bailey, Kenneth C Nelson <br /> <br />The matter of dog licenses was discussed. Licenses are to be due May 15. The clerk was instructed to <br />have notice published in Star News regarding dog licenses. The clerk was also instructed to have a <br />notice published asking that all dogs be kept tied up during the garden season. <br /> <br />There was considerable discussion regarding the Municipal Liquor Store. It seemed advisable to <br />make a change in the position of manager. A motion was made by Parent and seconded by Ryding <br />st <br />to hire Earl Hettrick as manager beginning June 1 at a salary of $250.00 per month subject to <br />satisfactory operation, the new manager to decide which clerks to retain. The motion carried all <br />voting in favor. The clerk was instructed to notify the present manager of the change. <br /> <br />The following bills were approved and ordered paid: <br />Zella M Page – Apr salary 50.00 <br />Dick Wombill – Street work 12.75 <br />Dick Bruchs – street work 13.50 <br /> <br />
