<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />April 3, 1950 <br /> <br />A regular meeting was held at the Municipal Building on April 3, 1950. <br /> <br />Members present: <br /> R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs <br /> <br />The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and <br />approved. <br /> <br />R.L. Cordon of St. Cloud asked for a concession to operate a popcorn stand in the village. He was <br />referred to Mac Hamlett regarding a small lot he might be able to get. <br /> <br />Rev. Afeldt and Edward Schwartz were present. They asked that the village set grades for curb and <br />sidewalk for the new Lutheran Church property. The council agreed to have Les Derr see that the <br />survey be made. <br /> <br />Mr. Schwartz asked to have some gravel removed from his property which could be used by the <br />village. This was agreed upon. <br /> <br />A motion was made by Bailey and seconded by Briggs that the following building permits be <br />approved: <br /> <br />Lester Schwartz <br />Emmanuel Lutheran Church <br /> <br />The motion carried. All voting in favor. A petition for sewer extension was presented, signed by <br />Oscar Swanson and others, sewer to extend from the intersection of Fourth St and Summer St then <br />east along Fourth St one block. Then south one block along Spring St then west along Third St part <br />of the block to serve houses on Third St. <br /> <br />A motion was made Bailey and seconded by Parent to put in this sewer extension provided the <br />levels are ok. Carried. <br /> <br />A delegation from the Municipal Liquor Store appeared in regard to an advance in wages. The <br />Council agreed to look into this and give it consideration until a later date. <br /> <br />A motion was made Parent and seconded by Ryding that a notice be placed in the paper that all <br />vacant lots must be cleaned up or the work will be done by the village and the expense charge to the <br />property. Motion carried. <br /> <br />The clerk was instructed to have such a notice placed in the Star News. <br /> <br />The attached petition signed by Elmer Leger was presented. Petition asked for vacation of a portion <br />of Depot Street adjacent to Lot 3, Block 24 in the village of Elk River. <br /> <br /> <br />
