<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />May 5, 1947 <br /> <br />A regular meeting was held at the Municipal Bldg on May 5, 1947. <br /> <br />Members present: <br /> Mayor Glenn Davidson, Elmer Leger, Walter L Johnson, R.A. Ellingson; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Davidson. <br /> <br />Minutes of the last meeting were read and approved. <br /> <br />A committee representing the Elk River Fire Department was present. After some discussion and <br />upon motion Ellingson and second by Johnson the Council agreed to advance $200.00 to the Fire <br />Department to cover expenses of sending representatives to the annual Firemen’s Convention. It <br />was the understanding that the Fire Department submit an expense account to the Council. <br /> <br />Herb Greupner brought up the matter of bleachers for the ball grounds. A motion by Leger and <br />second by Johnson that village purchase bleachers and that the ball team contribute $75.00 toward <br />the expense. Motion carried. <br /> <br />A large delegation from the American Legion with P.G. Kilmartin as spokesman met with the <br />Council and asked the Council for a permit to serve refreshments in their new club rooms including <br />beer and liquor. There were speakers on both sides of the proposition. <br /> <br />A motion was made by Leger and seconded by Briggs that the Council with hold action until <br />Thursday May 8 at 10 A.M. at which time the Legion was to present a written application asking for <br />a liquor permit and stating under what rules and regulation the club rooms are to be conducted. <br />Motion carried. <br /> <br />Mr. Wheeler Spain presented an application to sell either pasteurized or raw milk and milk products <br />in the village of Elk River. A motion was made by Johnson and seconded by Leger that the matter <br />be referred to the village health officer and also find out the opinion of the State Board of Health as <br />to what is best for the health of the village. Carried. <br /> <br />Wheeler Spain also asked for a man to help repair the line fence between his property and the village <br />swimming beach. He agreed to furnish the necessary wire. The matter was referred to Supt. Wombill <br />of the Light and Power Department. <br /> <br />A petition was presented asking for an extension of Pond Street. A motion was made by Ellingson <br />and seconded by Leger that the Council have the street staked out and see just what the situation is. <br />Carried. The matter was turned over to Mr. Wombill. <br /> <br />Trustee Ellingson proposed a resolution that the Highway Department allow access to property <br />belonging to Raymond Bernard, Lot 2, Block 23, Village of Elk River for a garage, service station <br />and restaurant. This was second by Johnson and carried all members voting in favor. <br /> <br />
