<br /> <br /> <br />Request for Action <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 8.3 <br />Agenda Section Meeting Date Prepared by <br />General Business June 10, 2020 Steve Benoit, Recreation Manager <br />Item Description Reviewed by <br />Elk River Youth Baseball Association Dugout and Michael Hecker, Parks and Recreation Director <br />Elk River Youth Lacrosse Field Lighting Payment <br />Reviewed by <br />Deferment Requests <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />1) Defer, by motion, the Elk River Youth Baseball’s 2020 and 2021 dugout payments for one year from the due <br />dates indicated in the Youth Athletic Complex and Oak Knoll Complex Dugout Agreement. <br /> <br />2) Defer, by motion, the Elk River Youth Lacrosse’s 2020, 2021 and 2022 field lighting payments for one year <br />from the due dates indicated in the agreement regarding the Oak Knoll Athletic Complex. <br /> <br />Background/Discussion <br />In August of 2017, Elk River Youth Baseball entered into an agreement with the city to fund dugout <br />construction on fields 5 and 6 at the Youth Athletic Complex and fields one and two at the Oak Knoll Athletic <br />Complex. The agreement amounts to a total of $46,162 with a $15,000 initial payment in 2017 followed by <br />annual payments of $11,540 in 2018, 2019, 2020, and 2021. <br /> <br />In March of 2018, Elk River Youth Lacrosse entered into an agreement with the city to fund the installation of <br />field lighting on field 4 at the Oak Knoll Athletic Complex. The agreement amounts to a total of $41,664 with a <br />$12,000 initial payment followed by annual payments of $7,416 in 2019, 2020, 2021, and 2022. <br /> <br />Due to the Covid-19 pandemic, the seasons for youth sports associations are have been negatively impacted <br />and with the uncertainty of revenues, Elk River Youth Baseball and Lacrosse has requested to defer their 2020 <br />payments. <br /> <br />Financial Impact <br />Neither Elk River Youth Baseball or Lacrosse will not make a payment in 2020.
