Formerly, new business
openings required a COVID-19 Preparedness Plan.

When the state provided templates for businesses to work from, the city also completed a plan. When the
Liquor Operation opened, we had them also complete a plan for internal use.

In E.E.O. 20-74 Section 7.d.i. now requires critical businesses to have an approved plan on file effective
June 29, 2020. Section 7.d.ii. requires the Commissioners of Health, DEED, and Labor and Industry are
directed to prepare and publish industry guidance for Critical Businesses no later than June 15, 2020.

Due to the timing of the packet publishing and distribution, if guidance from the state requires language
differing from this plan, staff will provide an updated plan at the meeting for approval.

Financial Impact
N/A

Attachments
 City of Elk River COVID-19 Preparedness Plan
 City of Elk River COVIC-19 Liquor Operation Preparedness Plan
 Emergency Executive Order 20-74

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
