Dear Elk River City Counsel Board members John, Matt, Jennifer, Garrett and Nate,

The Ridges of Rice Lake homeowners association has been in contact with Justin Femrite regarding the
bids for replacement of the broken roadways in our development. As an association we are also looking
at the deterioration of our own trail pathway. It has come to our attention that the accelerated cracks
maybe due to no class 5 being placed under the pathway when they were first constructed.
Chris Benson is one of our homeowners who collaborate with all the paving companies. Chris is in the
process of getting bids for proper replacement of our trail system by the companies bidding the
roadway project. It is by far more cost effective to do the jobs all at the same time.
The Ridges of Rice Lake homeowners association currently has $12,000.00 to allocate to replacing our
trail system. We are asking for your thoughtful consideration in covering the difference in the amount
if the replacement cost is over $12,000.00.

Thank you for your thoughtful consideration,
Bonnie Schmitz Vice President of the Ridge of Rice Lake Homeowners Association
5/16/20
