City of <br />Qk*' <br />River <br />Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />8.1 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />General Business <br />May 18, 2020 <br />Justin Femrite, P.E., Public Works Director <br />Item Description <br />Reviewed by <br />CSAH 12 (Main Street/ 181st Avenue) <br />Cal Portner, City Administrator <br />Reconstruction Project <br />Reviewed by <br />Action Requested <br />Approve, by motion, direction toward final design elements for the Sherburne County CSAH 12 project. <br />Background/Discussion <br />As last discussed on April 19, 2020, Sherburne County is nearing completion of plans for reconstructing <br />County State Aid Highway (CSAH) 12 (Main Street/181" Avenue) from Line Avenue/Zane Street to the <br />Anoka/Sherburne County line. The county anticipates reconstructing this segment of CSAH 12 in 2020, as part <br />of a busy capital improvement program ahead of the 169 Redefine project. <br />Primary discussion in April surrounded the level of city cost participation. Revised county estimates reflect <br />$1,047,000 in local city costs for the full project with safety and trail upgrades identified in the current plans, <br />compared to an estimate of about $130,000 for our participation should the project revert to the originally <br />planned pavement preservation project with signal addition at Twin Lakes Road. <br />The county offered the ability for the city to make payments on the cost share over the next few years to lessen <br />the impact. Since learning of the level of participation on this project, we have asked the county for other local <br />participation projects planned in the future. Their improvement program and cost participation policy include <br />city participation of about $2.9M over the next 5 to 6 years, including the current CSAH 12 request. <br />We currently have sufficient fund balance to cover the cost share for the CSAH 12 project in our Minnesota <br />State Aid account. However, it must be recognized that the fund will be short to meet the full needs detailed in <br />our CIP and ultimately funding discussions around future bonding or increase in Franchise Fee revenue would <br />need to cover the funding gaps in future years. Staff recommends a detailed discussion around participation <br />levels and fund balances as we move through our capital improvements planning process. <br />Financial Impact <br />See impacts detailed above.
