City of
Qk*'
River
Request for Action
To
Item Number
Mayor and City Council
4.6
Agenda Section
Meeting Date
Prepared by
Consent
May 18, 2020
Ryan Sandhoefner, Engineering Technician II
Item Description
Reviewed by
Accept Bids and Award Contract for 2020 Street
Justin Femrite, P.E., City Engineer
Improvement Project
Reviewed by
Action Requested
Approve, by motion, the low bid and authorize the execution of a contract with North Valley, Inc. for the
construction of the 2020 Street Improvement Project.
Background/Discussion
Staff prepared plans and bidding documents for a small mill and overlay contract concentrating
maintenance on areas that must be completed this season. The project includes resurfacing the entire
street system in the Ridges of Rice Lake development, the entrance to the Windsor Park Addition on
2121' Avenue, and the roadway to the compost site along with the adjacent parking area (serving the north
side of Oak Knoll).
Three bids were received which ranged from $422,452.22 to $511,909.29. The low bid was submitted by
North Valley, Inc. The schedule for the project is as follows:
■ Open Bids
■ Award Contract
■ Construction
May 11, 2020
May 18, 2020
June 2020 — July 2020
Financial Impact
The bid includes costs of approximately $364,500 for work associated with the street rehabilitations and
$58,000 for the parking area. We carry $200,000 annually to support these smaller projects. We did not use
any of that budgeted amount in 2019 anticipating a larger project in 2020, thus a $364,500 amount is
supported with the fund. The 2019 pavement management project was delivered under budget and allows
us to consider the adjacent parking area piece as part of the same contract without pushing off any
anticipated street rehabilitation projects included in the CIP.
Attachments
■ Bid Tabulation
The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional,` 01 e
service, and community engagement that encourages and inspires pi ospei l_ y INAMIRE1
