<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />April 3, 1961 <br /> <br />A regular meeting was held at Village Hall on April 3, 1961. <br /> <br />Members present: <br /> Henry Johnson, Mayor; R.G. Kemper, Lars Larson, August Meyer, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Johnson. The minutes of the last meeting were read and <br />approved. <br /> <br />The matter of the down town parking lot in part of the village park was brought up. Several persons <br />were present at the meeting. Mrs. Abner Lero represented the Garden Club. Mr. and Mrs. Raymond <br />Becker and Arnold Engstrom represented the Grange. It was their contention that no part of the <br />park should be taken for a parking lot. <br /> <br />Engineer Wm J. Mills and Attorney John E. MacGibbon were also present. Mr. Mills showed three <br />possible plans for making a parking lot on part of the park site. <br /> <br />A motion was made by Kemper and seconded by Briggs to adopt Plan B for the parking lot dated <br />Mar 24, 1961. Motion carried. <br /> <br />It was moved by Meyer and seconded by Larson that the following resolution be adopted: <br /> <br />Resolution <br /> <br />Resolved that because of the change of residence of E.D. Palmer to a point outside of the corporate <br />limits of this village, a vacancy exists in the office and village treasurer, and Jordan Odegard is <br />hereby appointed to the office of Village Treasurer to fill the unexpired term of said E.D. Palmer. <br />Carried. All voting in favor. <br /> <br />A motion was made by Kemper and seconded by Larson that Wm J. Mills, Consulting Engineer, be <br />authorized and directed to prepare plans and specifications for a local improvement consisting of <br />th <br />the surfacing or paving of certain streets and that a special meeting be called for April 17 at 7:30 <br />P.M. to approve the plans. Carried. <br /> <br />Mr. Mills reported that the contractors for the new school asked for the privilege of using a dry well <br />on the school property with the overflow going into the village sanitary sewer. <br /> <br />A motion was made by Meyer and seconded by Kemper to refuse this request. Carried <br /> <br />A motion was made Meyer and seconded by Briggs to agree with this proposition if two dry wells <br />are used. Carried. <br /> <br />The clerk was asked to write George Moos to use the village car for police work when it is available. <br /> <br /> <br />
