<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />November 2, 1959 <br /> <br />A regular meeting was held at the Village Hall on Nov 2, 1959. <br /> <br />Members present: <br /> Henry Johnson, Mayor; G.R Bergerson, August Meyer, R.G. Kemper, Trustees; H.A. <br />Briggs, Clerk <br /> <br />The meeting was called to order by Mayor Johnson. <br /> <br />The minutes of the previous meeting were read and approved. <br /> <br />A motion was made by Bergerson and seconded by Briggs to postpone the date of opening bids for <br />the remodeling the creamery building from Nov 3 to Nov 30. Carried. <br /> <br />Mayor Johnson made a report regarding the use of plastic pipe for gas connections. He said neither <br />the A.G.A. nor the state Fire Marshall can say at this time whether plastic pipe will be approved. <br /> <br />A motion was made by Briggs and seconded by Kemper to have three members on the village <br />election board in December instead of five. Motion carried. <br /> <br />Milton Dwyer of the Library Board was present. He reported that Mrs. Page has resigned as librarian <br />and that it will be necessary to find someone to take her place. Also that the library fund will need <br />some more money. <br /> <br />Les Derr suggested that perhaps the sewer department could be turned over to the Power and Light <br />Commission. Attorney MacGibbon stated that this would have to be by resolution. <br /> <br />The Council agreed to the roughing in of streets in the new additions. <br /> <br />Following is the levy for 1960. <br />General Fund 33 mills <br />Utilities 5 mills <br />Library Fund 5 mills <br />Music Fund none <br />Poor Fund none <br />Sewer Disposal 4.5 mills <br />Village Improvement 4.2 mills <br />Firemen’s Relief .1 mills <br /> <br />A motion was made by Bergerson and seconded by Meyer to authorize the village to issue bonds for <br />the sewer disposal plant. Carried. <br /> <br />A motion was made by Bergerson and seconded by Kempert to reconsider the matter of charge for <br />the house numbers and make the cost to patrons 25 cents for each numeral and 25 cents for <br />administrating the project. Motion carried. <br /> <br />
