VILLAGE OF ELK RIVER COUNCIL MEETING
November 14, 1938

The special meeting of the Village Council was held at the Municipal Building Monday Nov 14, 1938
at 8 o’clock P.M.

Members present:
Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, Trustees;
Wm H Greupner, Clerk.

The purpose of this meeting was to give the Main Street petitioners a hearing before the road
officials. J.W. Clarks acted as spokesman for the petitioners and presented his case stating that his
petitioners were not going to stand for the use of Main Street as a thru highway without a fight. He
was answered by Geo A Tyler who stated that residence on Depot Street had watched the traffic go
by for the past 20 years without making a protest. Mrs. Maude Carr was present and stated that there
were more children endangered on Depot Street than there were on Main Street. Mr. A.L. Kipp,
Construction Engineer, for the Highway Dept explained that the use of the two streets was the
easiest and the least expensive way of handling the traffic thru Elk Rivera and that any other plan
would involve such heavy expenditure that it might be necessary to reroute the highway entirely
around the Village of Elk River. W.J. Rosenwald of the Safety Dept gave a resume of the growth of
the traffic problem and explained that the use of the two highways thru Elk River was desirable in
order to get motorist to use the two lane of the new super highway from Elk River to Anoka. At the
conclusion of the hearing the highway officials agreed that when and if any further plans for
improvements of the highway thru Elk River and to the west are decided on the Village Council and
the people of Elk River will be given a hearing. In the meantime the highway department intended
to continue the use of Depot and Main Street for the west and east land of the two lane highway
thru Elk River.

No further business meeting adjourned.

Wm.
