<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />October 3, 1938 <br /> <br />The regular meeting of the Village Council was held at the Municipal Building Monday Oct 3, 1938 <br />at 8 o’clock P.M. <br /> <br />Members present: <br />Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, Geo Cornelius, Trustees; <br />Wm H Greupner, Clerk. <br /> <br />Minutes of last meeting were read and approved. <br /> <br />Mrs. Jessie Parsons and Mrs. Mabel Greupner representing the Library board came before the <br />Council and presented a budget so the Council members would know how the library money was <br />spent. Mrs. Parsons asked if the Council would allow the Library board $200.00 for books and <br />$75.00 to be put in the library board checking account. A motion was made by G.A. Bailey seconded <br />by Wm Greupner to accept the library budget and allow the Library board $200.00 for books and <br />$75.00 to be placed in the library checking account. <br /> <br />A motion was made by G.A. Bailey seconded by Geo Cornelius to adopt the following budget for <br />the year 1939. <br />General Fund 6000.00 <br />Library Fund 350.00 <br />R and Bridge 1800.00 <br />Bond and Int 4000.00 <br /> <br />A motion was made by G.A. Bailey seconded by Wm Patenaude to transfer $2000.00 from the Bond <br />and In fund to the sinking fund. Motion carried. <br /> <br />The following building permits were granted for garages to Joe Schwab, Harry Leighton, Raymond <br />Legg. <br /> <br />A motion was made by G.A. Bailey seconded by Wm Greupner to have a street light installed on the <br />first curve north of the Great Northern spur on the Meadowvale Road. <br /> <br />Wm Greupner, clerk, reported that at this time Clerks and Judges would have to be appointed for <br />the General Election. A motion was made by Geo Cornelius seconded by Wm Patenaude to hire the <br />following crew – Day – Judges. G.A. Pepin, Frank Nogle, Wm Blocker, Clerks – Eva Foley and Wm <br />Greupner. Night – Judges Frank Beck, Joe Parker, A.M. Malkson, Clerks – Irene Kaliher and Gene <br />Chase. Motion carried. <br /> <br />A complaint was made to the Council by Alden Taylor that Chas Booth had a lot of old cars lying <br />around his yard which should be moved. It was decided that the clerk write Mr. Booth asking him to <br />remove these within thirty days or else the Council would move them and charge the expense to <br />him. <br /> <br />A motion was made by G.A. Bailey seconded by Geo Cornelius to allow the following bills <br /> <br />
