VILLAGE OF ELK RIVER COUNCIL MEETING June 6, 1938 The regular meeting of the Village Council was held at the Municipal Building Monday June 6, 1938 at 8 o’clock P.M. Members present: Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, Geo Cornelius, Trustees; Wm H Greupner, Clerk. The minutes of the last meeting were read and approved. G.A. Bailey made a motion seconded by Wm Greupner to reconsider the case of Alfred Axelson as long as he receives relief from Anoka County and that he does not establish a residence here. Motion carried. Fred Ayers reported that Geo Cornelius, Henry Olsen and himself had been appointed delegates to the Firemens convention and needed money for expenses. A motion was made by G.A. Bailey seconded by Wm Patenaude to allow each delegate $15.00 a piece. Motion carried. It was decided at this meeting that as long as the Village was going ahead with the curb and sidewalk project it would be cheaper to buy a cement mixing machine that to rent one, therefore a motion was made by Wm Greupner seconded by Wm Patenaude to purchase a machine large enough to take care of the work. Motion carried. Frank Nickerson appointed a committee of three, Geo Cornelius, Wm Patenaude and G.A. Bailey to purchase this machine. The president also appointed Wm Patenaude to get bids from the two lumberyards on the price of cement. Joe Holzem came before the Council stating that he would deed a piece of land 100 ft by 30 ft which lays directly in back of the water tank, if the council would put in a ¾ in water pipe from the main to his house. After some discussion it was decided that the Council members would think the matter over and let him know in a few days. A motion was made by Geo Cornelius seconded by Wm Patenaude to hire the following judges and clerks for the Primary Election June 20. Day crew – judges G.A. Pepin, Frank Nogle, Wm Blocker. Clerks – Irene Kaliher and Wm Greupner. Night Crew – J.C. Anderson, Joe Parker, Art Malkson, Clerks - H.J. Pfeiffer and E.E. Chase. If any of the above mentioned people could not work the clerk was instructed to hire someone else to take their place. Chas Jungnickel and Archie Johnston presented applications for building permits. A motion was made by G.A. Bailey seconded by Geo Cornelius to show these permits. G.A. Bailey stated that a member of residence of Elk River had called his attention to the speeding on Main Street. Therefore a motion was made by G.A. Bailey seconded by Geo Cornelius to hire a man and car for a 30 day trial to enforce the 30 mile speed thru town. Frank Nickerson appointed Wm Patenaude, Wm Greupner, and himself as a committee to see what could be done about the water running down Depot Street and stopping at the Carey Corner.
