City of Elk River <br />City Council <br />Resolution 20- 17 <br />A Resolution of the City Council of the City of Elk River Authorizing <br />Submittal of the Outdoor Recreation Grant Program Application for Orono <br />Park <br />WHEREAS, the Minnesota Department of Natural Resources (MnDNR) is soliciting <br />project submittals for its Outdoor Recreation Grant Program; and <br />WHEREAS, the MnDNR finances the projects using federal funds through the Land and <br />Water Conservation Fund (LAWCON); and <br />WHEREAS, the MnDNR Outdoor Recreation Grant Program will fund up to 50% of <br />eligible project costs up to a maximum of $250,000; and <br />WHEREAS, federal funding of the Orono Park project will supplement the programmed <br />Active Elk River project funding; and <br />WHEREAS, non-federal funds (local match) must be at least 50% of the eligible project <br />costs up to $250,000; and <br />WHEREAS, project submittals are due on March 27, 2020; and <br />WHEREAS, all proposed improvements are consistent with the adopted City of Elk River <br />Parks Master Plan (2015) and updated Orono Park Master Plan (2017); and <br />WHEREAS, subject to federal funding award, the City Council of Elk River would be <br />asked to consider authorization to execute a grant agreement at a future meeting. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk <br />River, Minnesota, as follows: <br />BE IT RESOLVED that the City of Elk River act as legal sponsor for the project contained <br />in the Outdoor Recreation grant application to be submitted on 27/3/2020 and that Elk <br />River Park and Recreation Director is hereby authorized to apply to the Department of <br />Natural Resources for funding of this project on behalf of the City of Elk River; and <br />BE IT FURTHER RESOLVED that the applicant has read the Conflict of Interest Policy <br />contained in the Outdoor Recreation Grant Program Manual and certifies it will report any <br />PO/EAEI AY <br />NAYURE <br />
