Request for Action

To Item Number
Economic Development Authority 7.1
Agenda Section Meeting Date Prepared by
General Business March 16, 2020 Colleen Eddy, Economic Development Specialist
Item Description Reviewed by
Public Art Initiative Amanda Othoudt, ED Director
Reviewed by
Cal Portner, City Administrator

Action Requested
Approve, by motion, a recommendation from the Public Art Subcommittee to terminate this round of
applications, amend and reissue a new RFP.

Background/Discussion
At their July 15, 2019, meeting, the EDA approved the RFP for a public art installation. The RFP was posted
and delivered to a master list of artists in and around the Central MN Arts District. Two proposals were
received.

The public art location, in front of Granite Shores, was identified which is the same place the soup ladle was
located. The property owner agreed to the location, however, is requiring engineered plans as the it sits above
the underground parking lot.

At their February 18, 2020, subcommittee meeting, the finalist presented their proposal, however, the
subcommittee was not comfortable moving forward with the project due to concerns with the lack of
engineering plans and variations in the artists dimensions. The subcommittee recommended the EDA take
no action and table the discussion until the plans are complete.

Later that evening, the EDA tabled the discussion until March 16 to allow the artist time to update
engineering plans. The artist has since retracted his proposal and would like to resubmit something
completely different.

At their March 10, 2020, meeting, the subcommittee met to discuss the next steps following the retraction of
the artist’s proposal and made the following recommendations:
1. To terminate this round of applications and start a new RFP process.
2. To amend the RFP and consider the following changes:
a) Eliminate the 100-mile radius criteria
b) Eliminate the “What does Elk River mean to you” and further defining this question in the RFP.
c) Granite Shores has been identified as the primary location, further identify the parameters for
this location, and identify two additional locations for the artist to consider.
d) The Public Art Subcommittee will identify a theme for public art which will revolve around
Energy City, Powered by Nature or the history of transportation in Elk River.

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
