<br /> <br /> <br />Request for Action <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.3 <br />Agenda Section Meeting Date Prepared by <br />Consent March 16, 2020 Michael Hecker, Parks and Recreation Director <br />Item Description Reviewed by <br />Outdoor Recreation Grant Application for Orono Jenna Fabish, Assistant City Engineer <br />Park <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Authorize, by motion, the application submittal for the 2020 Minnesota Department of Natural <br />Resources Outdoor Recreation Grant Program for federal funding for recreation improvements at Orono <br />Park. <br /> <br />Background/Discussion <br />The Minnesota Department of Natural Resources is soliciting applications for its Outdoor Recreation <br />Grant Program. The grant program will reimburse for up to 50% of the eligible costs up to maximum of <br />$250,000. The grant must participate in the cost of one or more major recreation facilities as outlined in <br />the grant program manual (i.e. picnic shelters, sports fields and courts and internal park trails). <br />Applications are due by Friday March 27, 2020. <br /> <br />The federal funding is available through the Land and Water Conservation Fund and subject to its <br />funding requirements. Accepting of the funding would require Orono Park to remain a park into <br />perpetuity including the portion west of Gary Street and east of the YMCA. Upon award, the city must <br />record a condition with the deed that notifies the public of the grant and its requirements. <br /> <br />The Parks and Recreation reviewed the application and recommend the City Council authorize <br />submitting the application. <br /> <br />Financial Impact <br />The grant program would provide up to $250,000 for recreation improvements. <br /> <br />Attachments <br /> Orono Park Master Plan <br /> Resolution <br /> <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br />
