<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 7, 1941 <br /> <br />A regular meeting was held at the Municipal Bldg on July 7, 1941 at 8:00 P.M. <br /> <br />Members present: <br /> M.C. Tesch, Pres; Frank Nickerson, E.L. Shadick, and G.A. Bailey, Trustees; J. <br />Clinton Walker, Clerk <br /> <br />The minutes of the previous meeting were read and approved. <br /> <br />Rupert Zimmer asked about putting back dirt between the curb and the sidewalk where the sidewalk <br />project had been completed in upper town and was told to go ahead with the black dirt as the rest of <br />the project had been finished that way. <br /> <br />L.K. Houlton and L.L. Bishop appeared before the council stating that the storm sewer in front of <br />Bishops Meat Market and the Post Office building was plugged and that water was backing up into <br />these buildings. They were assured by the Council that this trouble would be taken care of. <br /> <br />L.K. Houlton stated that the culvert under the road at the corner where Highway #10 turns before <br />crossing the Elk River bridge was full of dirt. The council decided to do what ever was necessary to <br />fix this up. <br /> <br />L.K. Houlton applied for a Building permit to add on to the rear of the Buildings occupied by <br />Greupner Shoe Store, McMillan Grocery Store and Anderson Bake Shop. The building to be one <br />story 18 ft deep and built of brick and tile. AA motion was made by Frank Nickerson and seconded <br />by E.L. Shadick granting Leo Varville “off” and “on” sale non-intoxicating malt liquor license for <br />one year. Motion carried. <br /> <br />A motion was made by Frank Nickerson and seconded by G.A. Bailey granting this permit. Motion <br />carried. <br /> <br />Dr. W.J. Johnson applied for a permit to build a frame house 43 ½ ft by 24 ft – 1 ½ stories on the <br />West 35 ft of Lot 11 and East 18 ft of lot 12, Block 6 Houlton’s addition. A motion was made by <br />G.A. Bailey and seconded by E.L. Shadick granting this permit. <br /> <br />Mrs. Mary Anderson applied for a permit to add on to her home on Lot 9 and 10, Block 1 Houlton <br />addition. The additions to be 4 ft by 10 ft one story. A motion was made by Clinton Walker and <br />seconded by G.A. Bailey granting this permit. <br /> <br />A motion was made by G.A. Bailey and seconded by Frank Nickerson to pay the Nowthen Ball <br />Club the sum of ten dollars for a sign at the Ball Park advertising the Municipal Liquor Store. <br />Motion carried. <br /> <br />D. P. Christian was at the meeting and complained that there were several persons delivering milk in <br />the village without a milk license. <br /> <br /> <br />
