<br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION 92- 17 <br />RESOLUTION FOR THE CITY OF ELK RIVER <br /> <br />A RESOLUTION APPROVING NOTICE OF PUBLICATION <br />OF ORDINANCE 92-4 <br /> <br />WHEREAS, the City of Elk River has researched the impacts of <br />Sexually Oriented Land Uses on surrounding properties <br />and the community in general; and <br /> <br />WHEREAS, the findings of said research are stated in Ordinance <br />92-4; and, <br /> <br />WHEREAS, it was concluded from said research that Sexually <br />Oriented Land Uses should have specific regulations <br />and licensing directed at them to minimize impacts <br />from said uses on children, community goals, adjacent <br />property values, the economic well-being of the City, <br />criminal activity and other sex related crimes; and, <br /> <br />WHEREAS, a pUblic hearing with due notice was held regarding <br />this sUbject on February 24, 1992 during which the Elk <br />River City Council received pUblic input. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the <br />of Elk River, Minnesota, that Ordinance 92-4, passed <br />adopted on the 2nd day of March, 1992 is summarized <br />PUblication as follows: <br /> <br />City <br />and <br />for <br /> <br />1. Adding definitions for specified anatomical areas, <br />specified sexual activities and sexually oriented land <br />uses to the Elk River City Code. <br /> <br />2. Adding Sexually Oriented Land Uses to the Elk River <br />City Code in Industrial Zones as a Conditional Use. <br /> <br />3. Adding provision requiring Sexually Oriented Land Uses <br />to obtain a license. <br /> <br />4. Adding specific regulations for Sexually Oriented Land <br />Uses to the Elk River City Code of Ordinance on <br />exterior storage and display, location, adult <br />cabarets, exposure to minors, motion picture arcades, <br />and hours of operation. <br /> <br />A copy of the full text of the regulations regarding Sexually <br />Oriented Land Uses is available for inspection by any person at <br />the office of the Elk River City Clerk during normal business <br />hours. <br /> <br /> <br /> <br />
