Staff approval of updated plans addressing comments outlined in <br />the February 19, 2020, letter from BKBM. <br /> <br />Background/Discussion <br />The applicant is proposing to modify and expand the parking area <br />located between Elk River High School, the multi-purpose facility, <br />and VandenBerge Middle School. The current proposal leaves the <br />existing signal at Lion’s Park Drive in place, relocates the stormwater <br />pond to the expanded treatment pond in Lion’s Park, and redesigns <br />the drive lanes and parking areas within the existing parking lots. <br /> <br />Comprehensive Plan <br />The Comprehensive Plan guides the area for Public/Institutional <br />uses, which is consistent with the proposed development <br /> <br />Site Plan <br />Updated plans include three entrances from School Street, which are <br />generally located in a similar location as the existing driveways. The <br />two-lane driveway closest to the high school only allows entry from <br />School Street, and merges with a third lane to facilitate perimeter circulation and pick-up/drop-off at the <br />High School and Multi-Purpose facility. The perimeter drive lane keeps most traffic out of the parking <br />area and directs traffic to the western-most driveway near VandenBerge.
