We went to market to fill this
position and received 30 applications. All the candidates who met minimum qualification were invited for 15-
minute initial interviews. From the pool, six were invited back for second interviews. We failed to hire our first
two choices due to unsuccessful pre-employment processes. The third candidate had taken another position.
During this process, we hired a reserve officer who indicated his interest in the position. He was interviewed
and we recommend Dawson Larson for the community service officer I position.

Mr. Lawson is currently a student at North Hennepin Community College and expects to graduate with his
Associates in Law Enforcement in May of 2022. This position is designed for students in law enforcement
training and the length of employment is 2 years with the possible extension of another year based on the needs
of the department. Starting pay is step A of pay grade 6N and this position, at 24 hours per week, is eligible for
paid leave benefits. All pay and benefits are consistent with city policy.

Financial Impact
This is a budgeted position.

Attachments
None

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
