UTILITIES COMMISSION MEETING <br /> <br />TO: FROM: <br />ERMU Commission Theresa Slominski Administrations Director <br />MEETING DATE: AGENDA ITEM NUMBER: <br />January 14, 2020 4.3 <br />SUBJECT: <br />Employee Handbook Annual Updates <br />ACTION REQUESTED: <br />Adopt the revised ERMU Employee Handbook <br /> <br />BACKGROUND: <br />Annually, staff and legal counsel review the existing personnel policies incorporated into the <br />ERMU Employee Handbook for compliance with changing labor laws. The Wage and Benefits <br />Committee may recommend the Commission adopt employee benefit changes. Staff may <br />recommend operational changes that affect the personnel policy be adopted by the <br />Commission for incorporation into the handbook. <br /> <br />DISCUSSION: <br />There are several changes to the handbook since its last revision in September 2018. The <br />changes are: <br /> including gender identity as a protected class status where applicable; <br /> updating titles for Finance Manager and Director positions; <br /> removing reference to City of Elk River as HR representative; <br /> added a section on Drug Testing noting that it is a requirement but a separate policy; <br /> updating that a designee shall provide annual training on hazardous substances (MMUA <br />provides this training for us); <br /> noting 40 hours paid vacation for Operations Director, and Electric and Water <br />Superintendents; <br /> adding the Purchased Vacation Time policy to the handbook, as previously passed; <br /> noting sick leave may be used for a daycare closure due to sickness; <br /> clarifying the employee provided clothing to include the second set of items provided to <br />an employee after the probation period, the manager clothing substitution options, and <br />noting the Commissioner clothing allowance; <br /> <br />compensation; <br /> added the Vision Insurance as a noted benefit, as previously passed; <br /> added the Home Computer Loan policy to the handbook; <br />Page 1 of 2 <br /> <br />66 <br />
