<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />January 17, 1941 <br /> <br />A special meeting of the Village Council of the Village of Elk River, Sherburne County Minn. Was <br />held on the 17 day of Jan. 1941 at 9:00 o’clock A.M. <br /> <br />The meeting was called to order by the Pres. And upon role call the following members were found: <br /> <br />Members present: <br /> M.C. Tesch, Pres; Frank Nickerson, and G.A. Bailey, Trustees; J. Clinton Walker, <br />Clerk <br /> <br />Thereupon Trustee Frank Nickerson introduced the following resolution and moved its adoption: <br /> <br />Resolution <br /> <br />A resolution calling special election for the voting upon the construction of the sanitary sewer <br />system for the Village of Elk River, Minnesota. <br /> <br />Thereas, the Village is without a sanitary sewer system an application has been previously made to <br />the WPA for grant to aid in the construction of said system and <br /> <br />Whereas, this Council proposes that the cost of said system shall be paid solely by those receiving <br />the benefit of such proposed sewer system by financing the Village share of the cost thereof in part <br />through assessments levied against real property abutting on and benefited by said sewer system and <br />in part by rentals to be charged those who connect with and use such systems and <br /> <br />Whereas, there are now men available who need work who can be employed should such systems be <br />constructed and the Village has been advised by W.P.A that all preliminary proceedings for receipt <br />of the grant to aid in the project have been completed and approved, and <br /> <br />Whereas, the Council is all favorable to the construction of this improvement, the Council feels that <br />this a matter which should be submitted to the voters so that an expression of assent may be <br />obtained from the entire Village. <br /> <br />Now, therefore, be it resolved by the Village Council of the village of Elk River, Sherburne County, <br />Minnesota as follows: <br /> <br />(1) That this Council proposes to construct a sanitary sewer system and treatment plant to cover <br />mainly that portion of the Village east of the Elk River; provisions having been made, <br />however, so that said system can be extended to the other portions of the Village not <br />connected with this proposed system whenever there may be a demand for such an <br />extension. <br />(2) That this Council proposes to pay for the cost of such sanitary sewer system, including the <br />sewer mains and treatment plant, through assessments to be levied against real property <br />abutting on and benefited by the sewers now proposed to be laid and by a rental charge to <br /> <br />
