<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 15, 1940 <br /> <br />A special meeting was held July 15, 1940 at the Council room. <br /> <br />Members present: <br /> M.C. Tesch, Pres; Geo Cornelius and Frank Nickerson, Trustees; Wm H Greupner, <br />Clerk <br /> <br /> <br />Henry Montague, Chas Bressler and Leroy Hudson came before the Council requesting that the <br />Village put in a 4 in water main on Thomas street which would be about 100 ft. It was decided that <br />the clerk write to Jason Brandt, Alfred Brown Sr, Clarence Olson property owners that would be <br />assessed for this improvement to see if they would have any objections and then it would be decided <br />at the next regular meeting. <br /> <br />The following relief clients were taken care of <br />John Trask - $8.00 rent, $13.00 Groc, $3.00 milk <br />Wm Belanger $6.00 rent <br /> <br />The file was presented again for the damage done E.C. Ellerson’s car which was caught in the catch <br />basin near the curb at the school house. It was decided to have the clerk write a letter to Mr. Ellison <br />stating that the Village did not feel obliged to pay this bill because the catch basin had a sewer grate <br />on it and that he must have tipped the grate off with his front wheel causing the back wheel to slip <br />in. <br /> <br />A motion was made by Frank Nickerson seconded by Geo Cornelius to allow David Davis $3.00 a <br />meeting or $36.00 for the first six months for the assistance he gave the Council in handling relief <br />cases. <br /> <br />A letter was read from Industrial Commission of Minnesota requesting that the Village <br />1. Provide stationery shield guard over couplings in pump house. <br />2. Provide first aid kit in pump house. <br />3. Provide safety basket on ladderway to top of water tank. <br /> <br />After discussing the matter, the clerk was instructed to write a letter telling them that the Village <br />would take care of the two at once but the third request was more a handicap than a benefit because <br />after talking to Charles Nelson he said it would be easier for him to crawl up and down the ladder <br />without a basket and as far a children crawling up the ladder it was almost impossible because the <br />ladder was from 6 to 7 ft from the ground. <br /> <br />No further business, meeting adjourned. <br /> <br />Wm H Greupner M.C.
