VILLAGE OF ELK RIVER COUNCIL MEETING February 26, 1940 The regular meeting of the Village Council was held Monday Feb 26, 1940 in the council room at 3 p.m. Members present: M.C. Tesch, Pres.; G.A. Bailey, Geo Cornelius, Frank Nickerson, Trustees; Wm H Greupner, Clerk The purpose of this meeting was to meet with Mr. A.J. Duwall in regards to the sewer system and disposal plant. After a lengthy discussion a motion was made by G.A. Bailey. Seconded by Geo Cornelius to accept Dr Dunwall’s proposal which is as follows. We understand that you are now considering the construction of a sewer system and disposal plant for Elk River. You will recall that about ten years ago Foltz King and Day prepared complete plans and specifications for a sewer system and a disposal plant to be located adjacent to the creamery. The site which was then selected for the disposal plant has since been taken over by the Highway Department and is not available. During the last ten years the State Board of Health have come to require a higher degree of treatment and new processes of sewage disposal have been invented. For these reasons, we believe that it will be necessary for your engineers to design an entirely different disposal plant than that previously contemplated which will be located on a different site. The plans for the system of sewers previously designed my, we believe, be used approximately as they there planned. If there have been any changes in the Village which will require additional sewers to that contemplated such plans must be made. There will also be some change in the sewers due to the change in the location of the sewage disposal plant. Taking all these things into consideration we beg to make you the following proposal for doing the engineering work. We will make a preliminary survey and study to determine the property location for the proposed sewage disposal plant making a report to you which will include preliminary plans and an estimate cost. After you have approved this preliminary plan we will furnish the necessary information to the Works Progress Administration and perfect the application on the part of your Village to the W.P.A. Our charge for the preliminary report, estimate of cost and necessary information for the perfection of the W.P.A. application will be $250.00 which amount may be subtracted from the final fee paid at such time as the work goes ahead. After the W.P.A. allotment has been made and when and if you may direct, we will prepare complete plans and specifications for the sewage disposal plant and the necessary connections to the system already designed. Our charge for the preparation of the complete plans and specifications will be four percent (4%) of the cost of the part of the work for which new plans are necessary. We will make a resurvey of the Village and a study of the existing plans to determine whether any changes are necessary in the existing plans. The previous specifications will have to be retyped and new copies prepared together with necessary blue prints to be furnished to the contractors for bidding purposes.
