<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />February 26, 1940 <br /> <br />The regular meeting of the Village Council was held Monday Feb 26, 1940 in the council room at 3 <br />p.m. <br /> <br />Members present: <br /> M.C. Tesch, Pres.; G.A. Bailey, Geo Cornelius, Frank Nickerson, Trustees; Wm H <br />Greupner, Clerk <br /> <br />The purpose of this meeting was to meet with Mr. A.J. Duwall in regards to the sewer system and <br />disposal plant. After a lengthy discussion a motion was made by G.A. Bailey. Seconded by Geo <br />Cornelius to accept Dr Dunwall’s proposal which is as follows. <br /> <br />We understand that you are now considering the construction of a sewer system and disposal plant <br />for Elk River. You will recall that about ten years ago Foltz King and Day prepared complete plans <br />and specifications for a sewer system and a disposal plant to be located adjacent to the creamery. <br /> <br />The site which was then selected for the disposal plant has since been taken over by the Highway <br />Department and is not available. During the last ten years the State Board of Health have come to <br />require a higher degree of treatment and new processes of sewage disposal have been invented. For <br />these reasons, we believe that it will be necessary for your engineers to design an entirely different <br />disposal plant than that previously contemplated which will be located on a different site. <br /> <br />The plans for the system of sewers previously designed my, we believe, be used approximately as <br />they there planned. If there have been any changes in the Village which will require additional sewers <br />to that contemplated such plans must be made. There will also be some change in the sewers due to <br />the change in the location of the sewage disposal plant. Taking all these things into consideration we <br />beg to make you the following proposal for doing the engineering work. <br /> <br />We will make a preliminary survey and study to determine the property location for the proposed <br />sewage disposal plant making a report to you which will include preliminary plans and an estimate <br />cost. After you have approved this preliminary plan we will furnish the necessary information to the <br />Works Progress Administration and perfect the application on the part of your Village to the W.P.A. <br />Our charge for the preliminary report, estimate of cost and necessary information for the perfection <br />of the W.P.A. application will be $250.00 which amount may be subtracted from the final fee paid at <br />such time as the work goes ahead. <br /> <br />After the W.P.A. allotment has been made and when and if you may direct, we will prepare <br />complete plans and specifications for the sewage disposal plant and the necessary connections to the <br />system already designed. Our charge for the preparation of the complete plans and specifications <br />will be four percent (4%) of the cost of the part of the work for which new plans are necessary. <br /> <br />We will make a resurvey of the Village and a study of the existing plans to determine whether any <br />changes are necessary in the existing plans. The previous specifications will have to be retyped and <br />new copies prepared together with necessary blue prints to be furnished to the contractors for <br />bidding purposes. We will do the work outlined above advising with you as to the award of contracts <br /> <br />
