<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />January 1, 1940 <br /> <br />The regular meeting of the Village Council was held at the Municipal Bldg Monday Jan 1, 1940 at 8 <br />o’clock P.M. <br /> <br />Members present: <br /> M.C. Tesch, Pres.; Frank Nickerson, G.A. Bailey, and Geo Cornelius, Trustees; Wm <br />H Greupner, Clerk <br /> <br /> The minutes of last meeting were read and approved. <br /> <br />M.C. Tesch newly elected president, appointed the following committees for 1940 <br />Water Works Com, Geo Cornelius and Wm Greupner <br />Road Com Geo Cornelius and G.A. Bailey <br />Parks Com Frank Nickerson and G.A. Bailey <br />Relief Com Wm Greupner and G.A. Bailey <br /> <br />The storm sewer project which is being done by the W.P.A. was brought up and it was decided to <br />replace and lower the sewer at the schoolhouse when the men have finished down town. <br /> <br />A motion was made by G.A. Bailey seconded by Geo Cornelius to hold an extra meeting each <br />month (which will be the third Monday) to take care of relief clients and also that anyone receiving <br />direct relief would be obliged to work for it if they were able to. <br /> <br />A motion was made by G.A. Bailey seconded by Frank Nickerson to approve Dr. A.B. Roehlke as <br />health officer for 1940. <br /> <br />A motion was made by Geo Cornelius seconded by G.A. Bailey to reappoint Chas M. Nelson as <br />Marshall for $75.00 a month, Pumper at $35.00 a month and Janitor at $7.50 a month from Oct 1 to <br />st <br />May 1 and allowing him $25.00 a month for use of his car. Motion carried. <br /> <br />A motion was made by Geo Cornelius seconded by Frank Nickerson to appoint Lee Slaback as <br />Water Works superintendent at 40 cents an hour. <br /> <br />A motion was made by Geo Cornelius seconded by G.A. Bailey to appoint Rupert Zimmer as street <br />commissioner at 35 cents an hour for truck and 35 cents an hour for man labor. <br /> <br />A motion was made by Frank Nickerson seconded by G.A. Bailey to appoint Frank White as Village <br />attorney. <br /> <br />Gladys Hulbert a relief client was present and stated she would be out of wood the following day <br />and she also needed overshoes. It was decided that the relief committee take care of this matter. <br /> <br />H.J. Pfeiffer’s Bond for Justice of Peace was read but rejected because the Council felt that all <br />elected officers should have a surety bond. <br /> <br /> <br />
