The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To Parks and Recreation Commission Item Number 7.5 Agenda Section Action Item Meeting Date October 9, 2019 Prepared by Michael Hecker, Parks and Recreation Director Item Description Trail Replacement Funding Source Reviewed by Cal Portner, City Administrator Reviewed by Action Requested Discussion of the need for a trail replacement funding source Recommend, by motion, the desire for City Council to identify a sustainable funding source for trails Background/Discussion During the discussion of the Park Improvement Fund projects at the September 11 work session, the Commission discussed trails and concerns with the lack of funding for trail improvements and extensions throughout the city. The Active Elk River Project includes $2 million in funding for identified trail connections, however there are approximately 25 miles of existing trails and planned trail extensions requiring ROW acquisition resulting in expected trail maintenance reconstruction costs of over $5 million. We have over 80-miles of new trail construction outlined in the city’s trails master plan which would result in a total cost for full build out of over $42 million. In order to begin meeting some of the trail construction costs outlined in the Trails Master Plan, the Commission is requesting for City Council to begin discussions to identify a sustainable funding source for city trails. Financial Impact Trail reconstruction of 25 miles of existing trails is approximately $5,625.000. The estimated dollar value for new trails construction is $528,000/mile of 10-foot bituminous trail. We have 81 miles of new trail construction in the Trails Master Plan resulting in a total cost of $42,768,000. Attachments  N/A
