The Active Elk River Project includes $2 million in funding for identified trail
connections, however there are approximately 25 miles of existing trails and planned trail extensions
requiring ROW acquisition resulting in expected trail maintenance reconstruction costs of over $5
million.

We have over 80-miles of new trail construction outlined in the city’s trails master plan which would
result in a total cost for full build out of over $42 million. In order to begin meeting some of the trail
construction costs outlined in the Trails Master Plan, the Commission is requesting for City Council to
begin discussions to identify a sustainable funding source for city trails.

Financial Impact
Trail reconstruction of 25 miles of existing trails is approximately $5,625.000. The estimated dollar value
for new trails construction is $528,000/mile of 10-foot bituminous trail. We have 81 miles of new trail
construction in the Trails Master Plan resulting in a total cost of $42,768,000.

Attachments
 N/A
