Special Meeting of the Elk River Parks and <br />Recreation Commission <br />Held at the Elk River City Hall <br />Wednesday, September 18, 2019 <br /> <br />Members Present: Chair Anderson, Commission members, Holmgren, Loidolt, Niziolek, <br />Rathbun, Soltvedt, and Williams <br /> <br />Staff Present: Parks and Recreation Director, Michael Hecker, Street and Park <br />Superintendent, Tim Sevcik, Recreation Manager, Steve Benoit, and Recreation <br />Coordinator, Tonya Love <br /> <br />1. Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation <br />Commission was called to order at 5:30 p.m. by Chair Anderson. <br /> <br />2. Discuss Trails Master Plan Connectivity <br /> <br />Mr. Sevcik shared the Trails Master Plan and how it connects into Sherburne County, Anoka <br />County and City of Ramsey trails. <br /> <br />Commission reviewed and discussed the connections to surrounding communities. <br /> <br />3. Discuss Park Improvement Fund <br /> <br />Mr. Sevcik shared the Parks Improvement Fund highlighting a few changes such as removing <br />parking lot surfaces, referendum projects, buckthorn removal from the PIF, and maintenance <br />items to the parks operating budget. <br /> <br />Mr. Sevcik shared the 2020 PIF project obligations due to grants and staff recommendations. <br /> <br />Commission members discussed which projects have a higher priority. Consensus was for <br />Woodland Trails Regional Park projects and the YAC dugouts. These will be presented to the <br />commission for approval in October. <br /> <br />Commission members discussed needing another funding source for trail replacement, <br />questioning if funds can be taken out of the Pavement Management Fund. <br /> <br /> <br />4. Adjournment <br /> <br />There being no further business, Chair Anderson adjourned the meeting of the Elk River <br />Parks and Recreation Commission work session at 7:30 p.m. <br /> <br /> <br />
