Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
ERMU Commission Theresa Slominski—Administrations Director
MEETING DATE: AGENDA ITEM NUMBER:
September 10, 2019 6.1b
SUBJECT:
Staff Update
ACTION REQUESTED:
None
DISCUSSION:
• Our health insurance renewal was very favorable with a 7.5% increase. This year there was not a
range given for insurance increases but everyone in the pool received the same 7.5%.To help
with budgeting for these agencies, they are working towards small, steady increases applied
globally to pool members rather than ranges of increases to individual pool members. The
"pool" consists of other City, County, and Other Government agencies working with Resource
Training and Solutions out of Sartell, who in turn contract with Blue Cross Blue Shield (BCBS).
• Our ancillary insurances of dental, life,AD&D,and disability will be up for renewal this year and
those increases will be provided later this month, October 1 at the latest.
• The territory transfer is in preparation for later this month, consisting of 78 customers and 105
meters. Individual letters were prepared for each customer identifying their current Connexus
rates/programs and the corresponding rates/programs we would provide for their services.
• New services continue to be steady and keeping everyone very busy.
• With the cooler weather this summer, high bill complaints have been down, so there's the silver
lining with the corresponding revenue being down!
• The annual Member Information Conference (MIC) provided by NISC is September 23-26, 2019.
We annually send the Customer Service Manager, a Customer Service Representative, and the
Inventory Foreperson; ERMU will also be sending the Credit& Collections Specialist and me this
year.
• The City of Dayton moved the Franchise Ordinance from their August 27 meeting to September
10.They are also bringing the Franchise Fee Ordinance to their Council in late September. Given
that timeframe,we will be bringing both of those documents back to the Commission in
October.
215
