Background/Discussion At the August 7, 2017, City Council Meeting, Council directed staff to draft and advertise a Request for Proposai (RFP) for the Elk River Arena and Lion John Weicht Park. The RFP included improvements including schematic design, final architectural and site designs, construction documents, and bidding construction administration. Three proposals were received and all three firms were interviewed. ■ JLG Architects $598,000 ■ 292 Design Group $1,065,000 ■ HTG Architects $1,320,000 All of the firms were well qualified to perform the work. Following the 'interviews, 292 Design Group received the strongest support for the project due in part to their team, work deliverables, project schedule, understanding the scope of the project, and their revised fee. Staff felt 292 Design Group assembled an exceptionally strong and established team of experts with experience on several projects throughout Minnesota and the country. In fact, the team just completed a $30.4 million Arena and Community Center in Shakopee. On Monday October 2, 2017, the City Council approved hiring 292 Design Group to complete architectural services for the Arena and Lion John Weicht Park Facilities. Councilmember Westgaard was appointed by the City Council to serve as the liaison between staff and the City Council. Staff and Councilmember Westgaard will work with the 292 Design Group to quickly begin schematic design to kick-off the proposed compressed schedule to meet the April construction timeframe.
