EGty1 ,., Request for Action
River
To Item Number
Mayor and City Council 4.7
Agenda Section Meeting Date Prepared by
Consent August 19, 2019 Jenna Fabish, P.E.,Assistant City Engineer
Item Description Reviewed by
Lions Park Drive Reconstruction Right of Way Justin Femrite, P.E.,Public Works Director
Acquisition and Accepting Quotes Reviewed by
Cal Portner, City Administrator
Action Requested
■ Approve,by motion, the right of way acquisition necessary for the Lions Park Dr. reconstruction
■ Accept,by motion, Change Order No. 1 for the 2019 Street Improvement project.
Background/Discussion
As part of Active Elk River, the City Council has awarded the contracts for the multipurpose facility
(MPF) and Lion John Weicht Park improvements. The MPF improvements include installing new storm
sewer in Lions Park Drive (north-south) that will outlet into Lions Park Pond. The installation will
disturb the entire width of the roadway. The city is planning to reconstruct this segment of roadway to
current design standards. As part of the reconstruction, additional right-of-way (ROW) from Central
Lutheran Church for the roadway widening and storm water treatment is necessary.
Staff has discussed the proposed improvements and necessary ROW acquisition with the church and
negotiated a settlement amount of$18,547.50.
With the roadway disturbed by the MPF project, staff negotiated a change order to the 2019 Street
Improvement project for the reconstruction of Lions Park Drive. The 2019 Street Improvement project
was awarded to Astech Corp. Inc. Staff recommends moving forward with the change order for the Lions
Park Drive reconstruction. The improvements include reconstructing the north-south portion of
roadway, adding curb and gutter and constructing a multiuse trail (east side). The work items are
scheduled to be substantially complete by November, with the final lift of asphalt in 2020.
Financial Impact
The right of way settlement amount and the Lions Park Drive reconstruction will be paid out of the
Pavement Management Fund. The competitive pricing we had received on the 2019 Street Improvement
project has allowed us to consider this additional pavement management investment while staying below
the budgeted amount for 2019 improvements.
Attachments
■ Resolution for Right of Way Acquisition
■ Change Order No. 1 for the 2019 Street Improvement project
The Elk River Vision
A PehoMing community 2a itb revolutionary and spirited resourcefulness, exceptional POWERED By
service, and community engagement that encourages and inspires prosperity INAMIRE1
