<br /> <br /> <br /> <br />SPECIAL MEETING <br />ELK RIVER VILLAGE COUNCIL <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BUILDING <br /> <br />May 14, 1973 at 7:30 PM. <br /> <br />A special meeting of the Elk River Village Council was called to order by Mayor Bartelt <br />on May 14, 1973 at 7:30 PM. in the Council Chambers of the Village Office Building. <br />Members present were Mayor Bartelt, Councilman Hudson, Syring, Lundberg, and otto. <br />Village Engineer Wm. Mills was in attendance. <br /> <br />7:30 PM. Mayor Bartelt declared the public hearing on the downtown parking facilities <br />opened. <br /> <br />Mr. Mills reviewed his Preliminary Engineering report for the parking facilities between <br />King & Jackson Ave. Hwy #10 & Main Street dated 5-8-73. <br /> <br />After discussion period Mayor Bartelt called for a show of hands as follows: <br />Alternate proposal #1 infavor 10 <br />Alternate proposal #1 against 0 <br />No further discussion or guestiops the Mayor declared the hearing closed. <br /> <br />Post Master Eldon Rootes met with the Council to clarify the present status of the <br />proposed new post office building. <br /> <br />Councilman Lundberg will contact Mr. Ryan of the Postal Service Dept. regarding the Post <br />Office for Elk River. <br /> <br />Mr. Parker and his associates met with the Council regarding their plans for the new <br />school building project. A set of plans was presented for review. Mr. Mills stated that <br />the plans as presented showed that the surface water drainage would be taken care of <br />according to the plans. <br /> <br />The Council also discussed the danger of children having to walk in the street on Irving. <br />The School Board stated that they would work with Council in obtaining permission from the <br />State Department for slower speed limit signs. <br /> <br />Moved by Councilman otto and seconded by Councilman Lundberg that they hirer Mark Riechl <br />at a salary of $700.00 per month as patrolman for the Police Dept. Motion unanimously <br />carried by a vote of 4-0. <br /> <br />Chief of Polke Bob Olson met with the Council regarding the overtime payment voucher for <br />his department. He also requested the stand~pay be split between Zerwas and himself for the <br />month of May. <br /> <br />Moved by Councilman Lundberg and seconded by Councilman Syring to approve the overtime <br />voucher as presented for Bob Olson and Joe Zerwas. Motion unanimously carried by a <br />vote of 4-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman otto accepting the preliminary <br />plans for the parking facilities and ordering the plans and specifications for the <br />improvement to be prepared by Village Engineer Wm.
