<br /> <br />.., <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THI~ COUNCIL CHAMBERS OF THE VI~LAGE OFFICE BLDG. <br /> <br />March 19, 1973 at 7:30 pm. <br /> <br />The regular Semi-Monthly Meeting of the Elk River Village Council was called to order <br />by Mayor Bartelt, on March 19, 1973 at 7:30 pm. in the Village Council Chambers of <br />Village Office Building. Members were present as follows: Mayor Bartelt, Councilmen <br />Lundberg, Hudson, Syring, and Otto. Village Attorney John MacGibbon and Village Zoning <br />and Building Inspector Rex Oetinger were in attendance. <br /> <br />The minutes' .of the March 5, 1973 meeting were reviewed. There were no corrections or <br />additions and the minutes were approved as printed. <br /> <br />Councilman Lundberg reported that he had negotiated a settlement with Gene Kreuser <br />for the Village to purchase the drainage pond, located on his property for $1200.00 <br />purpose of this drainage area is to drain the surface water from the School Street area. <br /> <br />Mr. Wayne Strege and his builder Mr. Allen Koenig met with the Council and presented <br />a building application for a new home to be built in Paradise Park. First floor_lalls <br />below minimum requirements. A variance is needed before the building permit can be granted. <br />A study will be made of the building code. There may be modifications that should be made <br />in the building code in order to handle situations where two story dweliings provide <br />more them the minimum floor space on the two floors. The Planning Commission will be <br />consulted to determine if a modification in the code should be considered to provide <br />for such situations. <br /> <br />Mr. & Mrs. Edward Jones from Baldwin Avenue met with the Council complaining that the <br />Police do not patrol their area frequently enough. They indicated that street lighting <br />in the area is not adaquate. They also requested that the dead end sign on Baldwin Avenue <br />be moved up so that traffic coming into the area will be aware of the dead end before <br />going to the end ,of the street. <br /> <br />! Neil Larson met with the Council and presented a petition for annexation of the <br />RidgewoodEast addition. Which is located North of the Village between highway 169 and <br />township road 77. <br /> <br />A brief discussion on the formulation of a Park Board was held with John MacGibbon. He <br />will submit an ordinance at the next meeting establishing a Park Board. After a Park <br />Board has been established the Village and the Elk River Township can form a joint <br />Recreation Board with the intension of conducting a recreation program. <br /> <br />Pat Donahue met with the Council asking for a building permit for the Post Office <br />addition to his existing cabinet shop.' Mr. Oetinger is reluctant to okay the new building <br />permit untii suitable drawings have been submitted by Mr. Donahue, to provide the <br />necessary information for proper construction of the building. <br /> <br />Bob Olson Chief of Police and Joe Zerwas, Patrolman met with the Council to review new <br />police officer applicants. Three prospective applicants were chosen. Bob Olson was <br />instructed to arrange for interviews with these men for 7:00 pm. on ~~rch 26, 1973 <br />to be held in the police station. Police dispatching was discussed. Bob and Joe <br />indicated they would take the dispatching into their homes for $200.00 each per month. <br />General opinion of the Council was negative to this arrangement. Tom Hudson was <br />instructed to cheek into possibilities of getting the Utilities to dispatch from the <br />Power Plant. <br /> <br />No further business, the meeting adjourned. <br /> <br /> <br />@ <br />
