<br /> <br /> <br /> <br />~ <br /> <br />RIDULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />March fiJ, 1973 <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt on March 5, 1973 at 7:30 pm. in the Council Chambers of <br />the Village Office Building. Members were present as follows: Mayor Bartelt, <br />Councilmen Lundberg, Hudson and Syring. Village Attorney John MacGibbon was in <br />attendence. <br /> <br />The minutes of the February 19 regular meeting were mailed. All members received <br />and re~d the minutes there were no additions or corrections and the minutes <br />were approved as printed. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Lundberg approving <br />Northwestern Bell Telephone's request to place conduit and manholes alongside <br />present buried cables as per layout. Motion unanimously carried by a vote of <br />3-0. <br /> <br />The Council reviewed the letter from the Planning Commission containing their <br />recommendation for the issuance of a Special Use Permit to Mr. Donahue to <br />remodel and enlarge the building on Lot 10 of Block 19 in the Villagefor use <br />as a Post Office. The Council instructed Village Attorney John MacGibbon to <br />re-draft the Special Use Permit changing items 6 and 7. <br /> <br />Moved by Councilman Lundberg and seconded by Councilman Syring granting the <br />issuance of a Special Use Permit to Mr. Pat Donahue to remodel and enlarge <br />the building on Lot 10, Block 19 for use as a Post Office as reommended by <br />the Council. Motion unanimously carried by a vote of 3::':0. A copy of the Special <br />Use Permit is attached. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg to approve the <br />list of General Government bills for payment as presented and listed. A copy of <br />the list is attached. Motion unanimously carried by a vote of 3-0. <br /> <br />Chief of Police Bob Olson met with the Council regarding the following items: <br />1. replacement of patrolman <br />2. work schedule approval <br />3. dispatching <br />L.. dog campll'l:tnts <br />The Council instructed Mr. Olson to review the application that he had on hand <br />and check their referances and make his..recommendation to the Council at the <br />next meeting. He also was instructed to check with ~~. Cook regarding dispatching. <br />The Council approved the Police Departments work schedule as presented. The Council <br />instructed Mr. Olson to check into getting someone to handle the dog complaints <br />at a fee of $5.00 per dog. As soon as weather permits the present dog pound will be <br />moved to its new location. In order to meet the requirements of the Humane Society. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg approving the expendi- <br />tures for the Clerk-Treasurer to attend the Clerks and Finance Officers School. <br />Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson approving the expenditures <br />of $1,500.00 for the purpose of purchasing the property to be used as a drainage area <br />for School Street.
