<br /> <br /> <br /> <br />SPECIAL MEETING <br />ELK RIVER TOWN BOARD, ELK RIVER VILLAGE PLANNING COMMISSION, <br />ELK RIVER VILLAGE COUNCIL, AND SHERBURNE COUNTY ZONillNG & PLANNING ADMINISTRATOR <br />HELD IN THE 1ST NATIONAL BANK BLDG. COMMUNITY ROOM <br /> <br />February 21, 1973 at 7:30 pm. <br /> <br />A Special Meeting of the combined units of government was called to order by Mayor <br />Hilmer Bartelt on February 21, 1973 at 7:30 pm. in the 1st National Bank Bldg. <br />Community Roam for the purpose of planning for the future growth problems of the <br />area. <br /> <br />The following units of governing bodies were present: Elk River Town Board, Elk River <br />Village Planning Commission, Elk River Village Council, Sherburne County Zoning & <br />Planning Administrator and Represenatives of Nason, Wehrman, Knight & Chapman, Inc. <br />(Planning Consultants). <br /> <br />A general review of the combined. problems that confront Townships, Villages and <br />Counties where you have a rapid growth in population was discussed. It: was the <br />general opinion of all members present that some type of planning on a combined unit <br />effort was essential before the problems get to a point where the costs to furnish <br />various services becomes prohibitive. <br /> <br />The following possible avenues that a township could enter into were reviewed. <br />1. Incorporation. <br />2. Request special municipal governing powers t,ram the State Legistator. <br />3. Orderly planned annexation . <br />4. Consolidation. <br />5. Piece mill annexation. <br /> <br />After discussion it was felt that there is a definite need for futher discussion <br />by all units and that a combined meeting with the State of Minnesota representative <br />of the Municipal Commission Board would be the next step. <br /> <br />The following dates were scheduled March 8, 1973 at 7:00 pm. alternate date ~~rch <br />12, 1973 at 7:00 pm. to be held in the 1st National Bank Bldg.
