<br /> <br /> <br /> <br />RIDULAR SEMI-MONTHLY MEE.'TING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNC'IL CHAMBERS OF THE VILLAGE OFFICE BLro. <br /> <br />February ,5, 1973 <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt on February 5, 1973 at 7:30 pm. in the Council Chambers <br />of the Village Office Building. Members were present as follows: Mayor Bartelt, <br />Councilmen Lundberg, Hudson and Syring. Village Attorney John MacGibbon was in <br />attendance. <br /> <br />The minutes of the January 22, 1973 and special meeting January 24, 1973 were <br />mailed. All members received and read the minutes after corrections were made <br />the minutes were approved and mailed. <br /> <br />Building Inspector Rex Oetinger met with the Council regarding a request by <br />Mr. Sorenson owner of the Locker Plant to build a canopy over the side walk at <br />his place of business Mr. Oetinger stated that our present building code does <br />not cover canopies. The Council recommended that he build the canopy at the <br />same height and length as the exsisting canopy on the IGA building. <br /> <br />Neil Larson met with the Council regarding the construction approval to build a <br />30 unit apartment building. The Council stated that the present sewage treatment <br />plant capacity is close to the maximum capacity and that the Council would have <br />to do some more checking before they could approve any more building permits. <br /> <br />The Council reviewed the Sewage treatment Plant flow study report prepared by <br />Councilman Syring. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg authorizing <br />the issuance and sale of $75,000 first mortgage nursing home revenue bonds, <br />Series B. Motion unanimously carried by a vote of 3-0. A copy of the resolution is <br />attached. <br /> <br />Moved by Councilamn Hudson and seconded by Councilman Lundberg authorizing the <br />acquisition, construction and leasing of a Nursing Home project under Minnesota <br />Statutes, sections 447.45 to 447.50, inclusive, and the issuance of First Mortgage <br />Nursing Home revenue Bonds tof.i~nee the project, secured by a pledge and assignment <br />of the revenues of the project there of to the trustee. Motion unanimously carried by <br />a vote of 3-0. A copy of the resolution is attached. <br /> <br />Moved by Councilmen Lundberg and seconded by Councilmen Syring awarding contract <br />for the construction and equipment of the addition to the Elk River Nursing Home. <br />Motion unanimously carried by a vote of 3-0. A copy of the resolution is attached. <br /> <br />Moved by Councilman Syring and seconded by Councilman LUndberg,uthorizing John <br />MacGibbon to finalize the negotiation on the Robert Johnson case authorizing one <br />months pay with the deduction of the phone bills outstanding and a letter of <br />resignation. Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg authorizing the <br />Police Department purchase of a light bar with lights and a airen at a cost of <br />$339.45. Motion unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg approving the <br />application request for rent by Christian Kruse for the month of February and <br />the request for grocerUBby Paul Broll payable thru the Poor Fund. Motion <br />unanimously carried by a vote of 3-0. <br /> <br />@ <br />
