<br /> <br />REGULAR SEMI-MONTHLY }1EETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />September 5th 1972 at 7:30 pm. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order by <br />Mayor Bartelt on September 5, 1972 at 7:30 pm. in the Council Chambers of the Village Office <br />Building. I'Lembers were present as follows: Mayor Bartelt, Councilmen Otto, Syring, Hudson <br />and Konop. <br /> <br />The minutes of the August 21, 1972 regular meeting and the Special meeting August 24, 1972 <br />were mailed. All members received and read the minutes there were no additions or correct- <br />ions and the minutes were approved as mailed. <br /> <br />Russell Olson met with the Council regarding expenses he has incurred in having to re-tile <br />and route his sewer line. He stated that he has spent $430.00 and would settle for half <br />$215.00 reinbursement compensation. The Council will take this matter under advisement <br />with the Utility and Street Depts. <br /> <br />Ernie Carlson proprietor of the Main Tap Club met with the Council regarding the Teen Center <br />in his establishment. He would like permission to allow the teenagers to enter the building <br />by way of the front enterance reason being that the property owners will not allow the <br />teenagers to cross over their property by way of the rear enterance. The Council stated <br />that they would have to refer this matter to the Village kttorney for a legal opinion. <br /> <br />. <br /> <br />Harold Shogren-806 Holt and Edward Hooker-5~3 8th st. met with the Council regarding the <br />weed problem existing in the North Terrace Addition. The Clerk was instructed to draft <br />a letter to Builders Land Company owner of the undeveloped properties in question. Mr. <br />Shogren also stated that Block 2 Lot 16 North Terrace Addition also present an unsitely <br />problem this plot of land is located in the center of Block 2. He further stated that if <br />the Village woulduiatablish ground cover on this plot of land that the property owners <br />around this plo~omalntain it. <br /> <br />Oliver Micheau met with the Council and wanted to know when the Village planned to make <br />improvements on 4th Street. The Council stated that 4th Street was included in the 1972 <br />Street Improvement Program. <br /> <br />planned <br />Thirteen citizens of Upper Town were in attendance regarding Cyril D. Bayer'S propoSed <br />unit development project. The Council stated that these type of developments most certainly <br />will be coming into the Village if not now, in the near future and would be an asset to the <br />Village from that standpoint of rating the Village's ability to provide a variety of living <br />accommodation to the public. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Syring to deny Cyril D Bayers request <br />for a planned unit development on Lots 1, 2, 3, 6, 7, 8, 9, & 10 of Block 9 Upper Town due <br />to the overwhelming opposition of the citizens of Upper Town. Motion unaminously carried <br />by a vote of 4-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman otto to adopt the resolution in <br />support of Sherburne County Board of Commissioners petitioning the State Planning <br />Officers to establish a Regional Development Commission consisting of the Counties of Benton <br />Meeker, Sherburne, Stearns & Wright. A copy of the resolution is attached. Motion <br />unaminously carried by a vote of 4-0. <br /> <br />. Chief of Police Bob Olson was in attendance and discussed with the Council the progress of <br />the proposed Sherburne & Benton Counties radio dispatching system. The Clerk was instructed <br />to draft a letter to Mr. Elroy Erie inorder to get his progress report. <br />The Clerk was also intructed to advertize in the st. Cloud Times and the Minneapolis Star <br />for police patrolman applicants. <br /> <br />Councilman Konop will explore the feasibility of contracting Village police protection <br />
