<br /> <br />SPECIAL MEETING <br />OF THE VILLAGE COUNCIL AND THE <br />MUNICIPAL UTILITIES COMMISSION OF ELK RIVER HELD IN THE <br />COUNCIL CHAMBERS OF THE VILLAGE OFFICE BUILDING <br /> <br />& <br /> <br />August 24, 1972 at 7:30 pm. <br /> <br />The Special Meeting of the Elk River Village Council convened August 24, 1972 at 7:30 pm. <br />in the Council Chambers of the Village Office Building. Members were present as follows: <br />Mayor Bartelt, Councilmen Robert Otto, Robert Syring, Commissioners Arthur Erickson, <br />Richard Burgoyne, and Werner Banke, Superintendent Bill Patenaude. <br /> <br />Open discussion was held regarding the need for general repairs to the dam. A report <br />summarizing the needed repairs was passed around for review. After the discussion period <br />it was resolved that the Commission proceed in obtaining a preliminary Engineering report <br />for the restoration of the dam for the ultimate purpose of obtaining Fed or State Funds. <br /> <br />A warning light for the lift station located by the UPA Plant was requested by the Council. <br />The Utiiities Department stated that they will make the installation at no cost. <br /> <br />A general review of the 1971 Operation Analysis and Auditors Report prepared by Robert <br />D. Milne & Associates was reviewed. The following conculsions were attained: <br />1. The 1972 Auditors report should include a report on the aging of accounts. <br />2. The water department should increase their rates inorder to put the <br />department in a revenue supporting unit. <br />3. Installation of more water meters. <br />4.
