<br /> <br /> <br /> <br />~ <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HElD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />July 10th 1972 at 7:30 pm. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order by <br />Mayor Bartelt on July 10, 1972 at 7:30 pm. in the Council Chambers of the Village Office <br />Building. Members were present as follows: lv'JAyor Bartelt, Councilmen otto, Syring and <br />Hud~wn. John MacGibbon was in attendance. <br /> <br />The minutes of the June 19th 1972 regular meeting were mailed. All members received and <br />read the minutes there were no additions or corrections and the minutes were approved as <br />mailed. <br /> <br />Ernie Carlson met with the Council regarding the renewal of his on and off sale non- <br />intoxicating liquor licenses for the Main Tap. The Council tabled this matter for the <br />July 24th 1972,meeting. The Council also discussed and reviewed with Mr. Carlson the <br />recent complaints regarding the Go-Go-Dancing form~of entertainment used by the beer <br />establishments of Elk River in recent months. <br /> <br />Mr. and Mrs. Richard F. Smith met with the Council and submitted their applications for <br />a Set-Up and on and off sale non-intoxication liquor licenses for the Elk Point Club. <br />Mr. Smith stated that he plans to have a piano bar and vocalist and public dancing on <br />week-ends. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto te approve and grant the <br />issue of a Set-Up and On and Off Sale non-intoxicating liquor licenses for the Elk Point <br />Club, t'o Mr. andf'"rs.Richard F. Sinith. Motion ;'W1aminously carried by a vote of 3-0. <br /> <br />Rex Oetinger Village Building Inspector met with the Council in regards to the Building <br />Permit application for garage variances for Leo Wettstein and Ethel Wilson. Rex stated <br />in behalf of the Planning Commission to the Village Council that the garage variances <br />be approved as revised and presented as receommend by the Commission. <br /> <br />Moved b}3 !~JW~:j..~u...Qt.to and seconded by Councilman Syring to approve and grant the <br />issuing/\~oLeo5Wettstein and Ethel vJilson in their applications to build a garage with <br />the variances as recommended by the Planning Commission. Motion unarrdnously carried by <br />a vote of 3-0. <br /> <br />Mr. Oetinger also stated the the new State Building Code requires inspection of all <br />building permits issued at various stages 1. at the water proofing stage, 2. rough <br />construction stage, 3. Final construction stage, its recommended teat three inspections <br />be made for most typys of construction but it was felt that only:~If.nspection would be <br />required for garages. With the added inspection requirements an additio~fee would be <br />need to cover the added expenses.. The Council agreed to set the building permit for <br />garage construction at $15.00 and the other fee's would be tabled for a later date in- <br />order that some type of formula could be established for these extra expenses. <br /> <br />Represe~tive of the State Liquor COllmnssion met with the Council and stated that his <br />recent visit to the various establishment of Elk River was only a reutine visit and not <br />due to any complaints. <br /> <br />Moved by Councilman Otto and seconded by Councilman Hudson to adopt the Ordinance to <br />provided coverage under the Workmens' Compensation Act for elected Public Officials and <br />those appointed for a definite period of time. Motion unaminously carried by a vote of 3-0. <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson authorize the payment of <br />$50.00 for the permit fee with Burlington Northern Railroad (Watermain Construction). <br />Motion unaminously carried by a vote of 3-0. <br /> <br />The Council approved the layout as submitted for the Plaque for the New Fire Station. <br /> <br />Chief of Police Bob Olson met with the Council and submitted his monthly report for <br />
