<br /> <br /> <br /> <br />SPECIAL MEETING <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BUILDING <br /> <br />May 25th 1972 at 10:00 A.M. <br /> <br />The Special Meeting of the Elk River Village Council and The Elk River Planning <br />Commission met with the Minnesota Highway Department at 10:00 am. on May 25th 1972 <br />in the Village Office Building. The following members were present Mayor Bartelt, <br />Den Kruse-Village Draftsman, Rex otinger-Village Building Inspector, Les Derr- <br />Street and Plant Superintendent, Dan Bailey-Planning Commission, Richard Gongoll- <br />Chairman Planning Commission, Al Bailey-Planning Commission, T.G. Soderberg-District <br />Engineer, Dave Smilonich-Preliminary Design Engineer and E.W. McCullock,-District <br />Traffic Engineer were in attendance. <br /> <br />Mayor Bartelt reviewed the Village traffic problems as a result of the railroad <br />crossings on King & Lowell Avenues being closed upon installation of the Main <br />Street Railroad Signal Crossings. <br /> <br />Open discussion was held in regards to the speed at which the trains travel thru <br />town and also the traffic jam in the down town area due to the trucks having to <br />travel the down town area inorder to get across the glghway by way of the signal <br />lights. It was also stated by Al Bailey that the school buses make approximately <br />150 crossings in a one day period over the highway at ~ackson and Proctor intersections. <br /> <br />A re-cap of traffic counts taken within the Village were past around for review. <br /> <br />Dan Bailey presented his plan for possible ways of routing highway 10 thru the <br />Village of Elk River these plan are based on the progected growth potential of the <br />Village and out lying area's. <br /> <br />Al Bailey stated that the school population is growing at such a rapid rate due <br />to the growth in the out lying areas that this will further hinder the present <br />traffic problems. <br /> <br />It was stated by the Highway department that it would cost approsimately $100,000. <br />to install a complete signal crossing system. <br /> <br />The Highway Department recuested that a copy of Dan Bailey's plans along with a <br />plan as to the traffic feed pattern that would be planned for the Morton and Proctor <br />Avenue Crossings be made available to the Department. It was further suggested that <br />the Village submit a written request to the Minnesota Highway Department for a <br />flashing yellow ligIt to be in stalled on Highway 169 at the Main Street Crossing. <br />The Department will review these plans and requests and obtain some aerial photo- <br />graphs to varify these proposals. <br /> <br />No further business, <br /> <br />
