<br /> <br />REGULAR SU:.l\iIT-HONTHLY l-'E;i~TING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAT,mEltS OF THE VILLAGE OFFICE BLDG. <br /> <br />~ <br /> <br />~ffiRCH 20th 1972 at 7:30 pm. <br /> <br />The regular semi-monthly meeting of the Elk Hiver Village Council Hes called to order by <br />l'1a,yor Bartelt, on March 20, 1972 at 7 :30 pm. in the Council Hoom of the Village Office <br />Building. Hembers were present as follows: Hayor Bartelt, Councilmen Hudson, Konop, <br />Syring and Otto. Village Attorney John MaeGibbon in attendance. <br /> <br />The minutes of the March 6, 1972 regular meeting and the minutes of the March 14, 1972 <br />special meeting were read. There were no addition or correction and the minutes were <br />approved as read. <br /> <br />Hr. Patenaude of the Utilities meet with the Council regarding the awarding of the Village <br />insurance coverages to either of the two bidders First State Insurance Agency or First <br />National Insure,nee Agency. Hr. Patenaude stated that he would be agreeable with what- <br />ever Agency the Council decided to award the Agent of Record too. <br /> <br />Hoved by Councilman Otto and seconded by Councilman Konop to award the Agent of Record <br />to First State Insurance Agency of I:lk River and all unexpired polices presently in <br />effect will be picked-up by First State Insurance Agency as they expire, further stip- <br />ulate that the Agent of Record present a review of all polices to the Council on an <br />Annual bases. Motion unaminously carried. <br /> <br />Mr. Hills Village Engineer presented to the Council his projected sewage system survey <br />report along viith his recormnendation for the Councils review. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto to accept the report as sub- <br />mitted by Mr. Hills and order the project, and authorize and direct the Village:~ngineer <br />to fOri'ffird the plan of criteria to the Minnesota Pollution Control Agency also authorize <br />and direct the Village Attorney and Village jngineer to make application for a Federal <br />Grant. fiotion unaminously carried. <br /> <br />John MacGibbon Village f\ttorney advised that the Council meet with the TOvm Board of <br />Elk River along with the Village Planning Commission for the purpose of proposing a <br />pla.n for orderly annexation or annexation services. <br /> <br />14r.i Nills recommended th<'ct the Council should take under consideration the possibility <br />of increoising the seVier connection fee cha.rges and also the individual sewer 1JSage <br />charges to comply with the fees and ch0.rges of other Villages. <br /> <br />Hr. Nills also submitted a drawing of a proposed dre.inage system plan for Railroad Drive <br />for the Councils review. <br /> <br />The Council approved the purchase request of the t!;unicipal Liquor Store for a nevI ice <br />cubing machine and to dispose of the old machine at the best price available. <br /> <br />Councilman Hudson will check into the possibility of repairing the old tank truck as to <br />its fea,sibility versus the purchase of a used truck. The Council approves whatever <br />decision is attai;d. <br />i'I <br /> <br />The C01mcil approved the attendance of two (2) Villa,ge Street-Plant employees to the <br />Wastevi8.ter Operators Institute to be held April 10,11, and 12th and authorize Les Derr <br />the authority a.s to which tvro (2) employees he wants to have attend. <br /> <br />[loved by Councilman Syring and seconded by CounciJJnEm Otto authorizing the street Depart- <br />ment to proceed with the purchase request for a Sludge Pump in place of their request <br />for a steam generator which was approved at the J'.iarch 6, 1972 meeting. <br />l'~otion unaminously carried. <br />
