<br />g <br /> <br />D <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to <br />prder by Mayor Bartelt on Aug~ 2, 1971, at 7:30 pm in the Council !toorn. of the <br />Village Office Building. Members present were Mayor Bartelt and Councilmen <br />Hudson, Syring, Konop and otto. <br /> <br />The minutes of the July 19, 1971 regular meeting and the July 20, 1971 special <br />meeting were read. An addition to the July 20, 1971 minutes: ~Ioved by Council- <br />man Hudson and seconded by Councilman otto, authorizing Peter Racchini and <br />Associates to prepare plans and specifications for the construction of a new <br />fire station to be located on Lot 2, Aud. Sub. Divn. #4. Motion unaminously <br />carried. Tl;1e minutes were then approved as read. <br /> <br />, <br />Police Chief Olson presented his July Police activity report. Mr. Olson will <br />advertise in the local and:Twin Cities papers for a police officer. <br /> <br />William Mills, Village Engineer, presented revised construction costs for a partial <br />develQpment of the Industrial Park. The figures were based on construction of a <br />,sanitary sewer, watermain and storm sewer from the South side of the BN Railway, <br />thence northerly along the easterly. street of the development. Revised cost <br />estimates were as follows: Sanitary Sewer $53,100.00, Watermain $34,800.00 and <br />Stem. Sewer $1,200.00. <br /> <br />At 8:00 pm, the Public Hearing for the proposed ,street improvements ~gnvened. The <br />only property owner in attendanGe, Frank Nickerson, voiced objection to being <br />assessed for the improvement of School Street between Holt Avenue and US Highway <br />169. Mr. Nickerson expressed belief that the proposed improvement would be of no <br />benefit to him as his property is presently undeveloped, but would be of benefit <br />. primarily to the entire community, the residents of Elk Hills and the school bus <br />drivers. <br />The Public Hearing adjourned. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Syring, to accept the plans <br />and specifications for: the 1971 street program as outlined in the minutes of the <br />July 19, 1971 meeting and authorizing the Deputy Clerk-Treasurer to advertise for <br />bids in the official village paper and the Construction Bulletin on Aug. 12 and <br />Aug. 19, 1971, with bids to be taken at 5 :30pm, Tuesday, April 24, 1971 in the <br />Council Room of the Village Office Building in the Village of Elk River, Motion <br />unaminously carried. A copy of the resolution is attached.. <br /> <br />Dis~ussion followed with William Mills on the possibility of developing the Industrial <br />Park as each industry moves in. This would necessitate drilling individual wells <br />and installing individual cesspools and drain fields. Agreeable that if the Industrial <br />Park group would requ~st this route, that each individual application would have to <br />be closely examined and that the sanitary :faCilities would be for restroom tu1U.~ <br />only. <br /> <br />Dave Halgren and Guy Varty, representing the Youth Hockey Association, discussed the <br />1970-71 hockey program and the proposed participation of the neighboring communities <br />in the 1971-72 program. They requewted additional funds of $500.00 to complete the <br />construction of the Elk River rinks. <br />
