When either manager takes time off, one of the stores is absent an onsite
manager which creates a workload burden of ordering, inventory and receiving deliveries for two stores.
In order to create a better management structure of the liquor operations, staff would like to hire a store
manager for each store and eliminate the Assistant Liquor Operations Manager position. This structure
would no longer require Lead Liquor Clerk positions which would be replaced with regular full-time
Liquor Clerks. The Liquor Operations Manager would continue to cover for the store managers during
their absence, thereby providing management coverage at all times.
The benefit of this structure is more effective and efficient management of the city's liquor operations
and allows each store to be operationally self-sufficient. Also, this allows the Liquor Operations Manager
to concentrate on liquor operation goals and policies, marketing and promotional events, and community
outreach.
Financial Impact
Transitioning to the proposed organizational structure would be cost neutral with a potential savings of
about$20,000 when fully implemented.
Attachments
■ Current and Proposed Organizational Chart
■ Liquor Store Manager Job Description
The Elk River Vision
A PehoMing community Pith revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity POWERED
INAMIRE1
