EOty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.4 <br /> Agenda Section Meeting Date Prepared by <br /> ConsentJune 3, 2019 Lauren Wipper, Human Resources Manager <br /> Item Description Reviewed by <br /> Amend Resolution 18-72, 2019 Compensation Plan Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Adopt,by motion, an amendment to Resolution 18-72, 2019 Compensation Plan. <br /> Background/Discussion <br /> The 2019 Compensation Plan was approved in December of 2018. <br /> Due to employment market pressure,we have often found it very difficult to hire candidates for certain <br /> positions,particularly seasonal maintenance/programming and liquor store clerks. Regular full- and part- <br /> time employees are approved by Council action so if starting wages vary from our practice the council is <br /> aware and makes the final determination. Seasonal employees and liquor store clerks are hired <br /> administratively and the annual pay range is approved by the council. <br /> Rather than adjusting our pay ranges at this time,we request discretion on where within the pay range we <br /> are able to hire candidates. The requested amendment adds language (item 3. Starting Pay on the <br /> attached) to the Compensation Plan to allow staff discretion in pay when hiring. <br /> Financial Impact <br /> Non-regular and seasonal positions salaries are budgeted in total. While this amendment will not change <br /> the total budget,it may reduce the number of employees or hours we have to use within that budget. <br /> Hiring for regular positions usually follows a retirement or resignation.
