Elk River .:� Municipal Utilities UTILITIES COMMISSION MEETING TO: FROM: ERMU Commission Mike Tietz—Technical Services Superintendent MEETING DATE: AGENDA ITEM NUMBER: May 14, 2019 5.4 SUBJECT: West Substation Equipment Storage Building Quotes ACTION REQUESTED: Approve contracting with Structural Buildings for construction of the West Substation Equipment Storage Building for the quoted amount of$125,943.00. BACKGROUND: On December 12, 2017, the Commission adopted Governance Policy G.4i4 Procurement. The policy delegated responsibility to the General Manager to adopt appropriate management policies, procedures, and practices for procurement that are consistent with the requirements of the most current version of or successor to Minnesota Statute 471.345 Uniform Municipal Contracting Law.The policy outlines that contracts for procurement which are estimated to exceed $100,000 in value shall be presented to the Commission for specific approval. DISCUSSION: ERMU received two quotes for the construction of a 50' x 100' tempered storage building to be located at the West Substation property. The building will be used for storage of trailers and equipment during the off-season. It will also be utilized for truck storage during the construction of the new field services building. The attached quotes are for structure only, and exceed the $100,000 threshold.The grading, concrete, HVAC, fencing, and electrical work will be quoted separately and will remain under the threshold with the total project not to exceed the budgeted amount of$250,000. We received the following quotes: • Structural Buildings (Becker) $125,943.00 • Sherman Pole Buildings (Mora) $129,885.66 Staff recommends awarding the contract to Structural Buildings, for the quoted amount of $125,943.00.
