The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
Request for Action

To
Parks and Recreation Commission
Item Number
6.1
Agenda Section
Discussion
Meeting Date
May 6, 2019
Prepared by
Michael Hecker, Parks and Recreation Director
Item Description
Lion John Weicht Park Master Plan
Reviewed by
Cal Portner, City Administrator
Reviewed by

Action Requested
Discussion

Background/Discussion
The concept plan for Lion John Weicht Park was never fully developed because of the uncertainty at the
time with the recreation facilities study that was underway. With plans for ballfield improvements to
accommodate a new multi-purpose facility nearly completed it is time to develop a master plan of the
entire park.

We have made a few improvements to the park the past year with a new lighted basketball court and
pond dredging. The dredging removed all sediment from the basin that accumulated since it was
originally constructed in 1984. Other improvements that should be considered for the park during the
master plan process include the following:
Required storm water treatment to plan for new facilities
Shaping the pond and wetland features in the park
Trail loops within the park
Nine hole disc golf course
Lighting within the park
Connections to future developments
Sledding Hill
The Boys & Girls Club possible expansion partnering with the Lions Club

Staff will be requesting quotes during the next few weeks for a design firm to master plan the park. What
other types of improvements does the Parks and Recreation Commission want to see in the park?

Financial Impact
We have $15,000 in the Park Improvement Fund to hire a design team to develop a park master plan.

Attachments
Parks and Recreation Master Plan Lion John Weicht Park Concept Plan
292 Design Group Site Plan
Elk-shaped Pond
