(This will be $1,075.79/lot at the 2019 <br />medium-density rate) <br /> <br />Background/Discussion <br />The subject property is located east of Line Avenue just south of 5th <br />Street (Figure 1) and is 6.33 acres in size. The proposed plat will <br />consist of 30 buildable lots. <br /> <br />Parks and Recreation Commission <br />The Neighborhood Parks Service Area text in Chapter 5 of the <br />master plan states, residential development within the urban service area is at <br />a density that will support a neighborhood park at a 10-minute walking <br />distance, or a half-mile service radius. Most areas are well served. Because <br />the urban service area is largely developed with little vacant land available <br />to create new parks, emphasis will be on improving connectivity to existing <br />parks and providing basic neighborhood park facilities as undeveloped <br />parks become developed. <br /> <br />Trott Brook Farms Park, Hillside City Park, and three smaller <br />neighborhood parks fall within the half-mile radius criteria. The <br />subject property does not meet this criteria, therefore staff <br />recommends dedication be paid in the form of cash. <br /> <br />Master Trail Plan <br />No trail or pedestrian connections are shown on the master trail <br />plan for the subject parcel.
