<br /> <br />Item 7.5. <br /> <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />May 27, 2005 <br /> <br />File #: 824180J-0071 <br /> <br /> <br />The Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: 2005 SlREET RECONSlRUCTION PROJECT <br />UPLAND AVENUE SIDEWALK <br /> <br />Dear Council Members: <br /> <br />As directed, I have made contact with the five property owners on the west side of Upland <br />Avenue between Tipton Circle and Main Street regarding the issue of adding a six-foot wide <br />concrete sidewalk immediately behind the curb. The five properties in question along with <br />the owner's name and address are shown on the attached exhibit. Four of the property <br />owners, Hilyar, Schafer, Jezierski, and Grandros, were in favor or not opposed to the <br />sidewalk being installed. The fifth owner, Raivala, was opposed to the installation of the <br />sidewalk. Mr. Raivala's home is the closest of the five to the proposed sidewalk. The <br />sidewalk would be within approximately 7 - 10 feet of the front porch of this home. A <br />short retaining wall would be needed along his home frontage to deal with the grade <br />differences and close proximity. There is also one tree on Mr. Raivala's property that would <br />need to be removed to facilitate the installation of the sidewalk. <br /> <br />We have staked the outside edge of the proposed sidewalk adjacent to all five properties if <br />the City Council would like to view the situation. I have also talked to Mr. Shafer and Mr. <br />Raivala and indicated to them that this issue would be on the June 6, 2005 City Council <br />meeting.
