* Item# 3.8. *

MEMORANDUM

TO: Mayor and City Council

FROM: Phil Hals, Street Superintendent

DATE: June 6, 2005

SUBJECT: Surplus Equipment Disposal

In past years, the Street/Park Department has used a "sealed bid" type sale to dispose of
outdated or surplus equipment and supplies. This year we have 3 squad cars, 3 pick ups, a
snowplow truck, 10 computers and much miscellaneous from Elk River. Staff feels that a
live auction would be more likely to bring fair value for the merchandise.

Staff has contacted Sherburne County, City of Big Lake, City of Zimmerman and the ISD
728 regarding their level of interest in a cooperative sale with the thought that bigger is
better. We also discussed rates and tentative sale dates with one auctioneer. The advertising
and clerking will be done by the City of Elk River.

Recommendation:
Council approval to hold a live auction at the City's Public Works garage on July 16, 2005 as
a cooperative venture with other public entities noted above, and to hire Barry Hunt, an
auctioneer from Milaca for 7.5% of the gross auction proceeds.
