The last public art initiative was established in 2014, which supported the Powered by Nature
brand.

The Central MN Arts Board (CMAB) offers grant opportunities for the completion of well-planned,
permanent or temporary works of public art that are accessible to the general public without cost. All
requests must have a minimum of 25% matching funds. There is no maximum request amount but funds
are limited. Applications are due in April and August of each year provided there are funds available.

Staff has developed some questions to engage the community through a public survey to better
understand their interest and identify possible locations. We have also connected with the members of
the 2014 judging panel, compiled a list of local artists and put together a draft RFP for the commission to
discuss.

Financial Impact
In 2014, $17,000 was allocated for public art. The actual cost was $15,400. At that time, no grants were
available for the project. The EDA could consider budgeting for public art in 2020.

Attachments
 CMAB FY19 Public Art Guidelines
 Potential Survey Questions
 Public Art RFP

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity
