EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 9.3 <br /> Agenda Section Meeting Date Prepared by <br /> Work Session Aril 15, 2019 Justin Femrite, P.E.,Public Works Director <br /> Item Description Reviewed by <br /> Parking Lot Pavement Management Funding Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Provide direction for the funding of parking lot pavements. <br /> Background/Discussion <br /> Direction from Council discussion at the March 18, 2019, meeting was to look closer at the inventory of <br /> city parking lot assets, their conditions and how this would affect the Pavement Management Fund. <br /> The city owns and maintains 32 paved parking lots and 5 gravel parking lots serving city amenities <br /> including 18 park or a recreation facilities and 13 municipal buildings and the free public parking <br /> downtown. Using a pavement condition index (PCI) similar to our streets for rating conditions, the <br /> average condition of our parking facilities is 59. This compares to a current average on our streets of <br /> about 80. <br /> Adding the parking lots to our pavement management program is generally equivalent to adding about <br /> 6.5 miles of roadways or 4.4% to the system. Our streets system is valued at around$140M with the <br /> parking lots valued at about$6.2M. <br /> The Pavement Management Fund with revenues from a dedicated franchise fee has proven to be an <br /> incredible value to taxpayers decreasing street improvement costs significantly by expediting the bidding <br /> process, eliminating bonding costs and financing interest and enabling flexibility to proactively change <br /> planned improvements to address continually changing pavement conditions. <br /> The fund has performed better than anticipated and our analysis shows it could absorb municipal parking <br /> lot maintenance without impacting our approach to recommending the right maintenance at the right <br /> time for our street pavements. <br /> Franchise fees are an option of the Council's choice to fund the pavement needs in the parking lots.
